On the occasion, the Supreme Court and the All-India Institute of Ayurveda (AIIA) signed a Memorandum of Understanding. This agreement will allow for the establishment, operation, and provision of specialist services at an AYUSH holistic wellness center.
Background
- The National Health Policy 2017 advocated for incorporating the potential of AYUSH systems (Ayurveda, Yoga & Naturopathy, Unani, Siddha, Sowa-rigpa, and Homoeopathy) into a pluralistic integrative healthcare system.
- In 2018, the Government of India announced that 1.5 lakh health and wellness centers would be established by transforming existing sub-health and primary health centres to provide comprehensive primary healthcare.
- As a result, it was decided that the Ministry of AYUSH would operate 10% of all sub-health centres as HWCs under Ayushman Bharat.
Key Points of MOU between AIIA and Supreme Court
- Cost and Time: Expenditure: ₹3399.35 Crore (approximately 2:1 between the centre and states). Time: Five years, from 2019-20 to 2023-24.
- The AYUSH HWCs operating under NAM will have the following objectives: To integrate a holistic wellness model based on AYUSH principles and practices into the existing public health care system, with a focus on preventive, promotive, curative, rehabilitative, and palliative care. Making AYUSH services available will allow the public in need to make informed choices. To raise community awareness about lifestyle, yoga, medicinal plants, and the availability of medicines for specific conditions based on the strength of AYUSH systems.
- Following consultation with the States/UTs, Ministry of Health and Family Welfare, and other ministries involved, the Ministry of AYUSH has proposed two models for operationalizing AYUSH HWCs: Upgrades to existing AYUSH dispensaries, Upgrades to existing Sub Health Centres (SHCs).
Benefits:
Improved access to affordable healthcare for all.
Reduced demand for secondary and tertiary healthcare facilities.
The self-care model resulted in lower out-of-pocket expenses.
As mandated by the NITI Aayog, AYUSH will be integrated into the implementation of SDG 3 (Good Health and Well-being).
Validated holistic wellness model in target areas.
