On 31st July (2024), three of the UPSC aspirants drowned in the basement of the Rahul IAS coaching center. According to the Delhi High Court, it has mostly criticized the administration of the coaching center, disasters, and calamities like this are inevitable and very much catastrophic when taxes are not properly paid because of the "freebies culture." In reference to the Delhi High Court's condemnation of the administration, misfortunes like this one are inescapable when taxes are overlooked because of a "freebies culture."
Notably, after the three UPSC candidates drowned and lost their lives when rainwater mostly filled the Rahul IAS Coaching institute’s basement in Old Rajendra Nagar on July 27, 2024. They have been seeing protesting for the past few days. Three of the students at the coaching center have been identified as the victims of the incident. Students Tanya Soni from Telangana, Nivin Dalwin from Kerala's Ernakulam, and Shreya Yadav from Uttar Pradesh's Ambedkar Nagar area are among those involved.
Why in the News?
- The news of Rajendra Nagar incident which ended in one of the major cases for three of the UPSC candidates, who were terribly sick and as well as they were already drowned in this catastrophe, the Delhi High Court delivered a ruling on 31st July 2024 ordering the senior MCD officials to such distress zones to make sure all of the necessary changes are made without any kind of further delays.
- By August 1, 2024, the court demanded that an affidavit needs to get submitted and that the specifics of the actions that took place be mentioned in details. Additionally, it has requested that the MCD Director to appear in the court and provide the Delhi High Court with all relevant documents required in this case. Delhi Police is considered here to be the respondent in this case and is included in the legal proceedings.
Observations by the Court
- The court also criticized the MCD Standing Committee for being unconstitutional ever since the Aam Aadmi Party took over the civic body in December 2022, questioning how the MCD was meant to run the city if it was unable to approve projects costing more than ₹5 crore without the key panel.
- The significant discrepancy between "what the citizens need and what they are being given" was another point the court emphasized. According to the report, the government has relaxed the building regulations and allowed the construction of six- or seven-story structures without significantly expanding the city's infrastructure.
- The situation is really serious. The bench stated that there is widespread infrastructural failure in the city, that the ground level situation is completely chaotic, and that it is unclear whether these civic authorities even exist there.
- The court ruled that although multi-story building construction was permitted, adequate drainage was not. The court also stated,
- "If accountability is set in stone, this will never get repeated," the court declared, emphasizing the need to establish responsibility for the coaching center incident.
Response by the Government
- The government of Delhi, which plans to enact new legislation governing coaching centers, announced that inspectors had visited 75 establishments and sent notifications to them. Its attorney said to the court today that 35 of these had been closed and 25 had been sealed, adding, "We are not justifying... but action is being taken."
- A 'complete plan to desilt drains' in the city has allegedly been delayed since August of last year, an allegation that has caused the ruling AAP and the opposition BJP to engage in a heated debate.
According to officials on Saturday, three civil services aspirants perished when a coaching center's basement in Delhi's Old Rajendra Nagar neighbourhood flooded during a period of intense rainfall in the nation's capital. At about 7:00 p.m. on Saturday, the Delhi Fire Department received a call regarding the flooded and wet basement from Rahul IAS Coaching Center.
The Public Interest Litigation (PIL) aims to establish district-level committees in every district of the national capital to look into and identify any illegal commercial construction occurring in those districts.
In addition, it requests that the authorities provide the action taken report in accordance with the directives given by a coordinate bench about the coaching center fire event.
