CAA Before Elections By Modi Govt

The Citizenship Amendment Act (CAA), which was signed into law by the Indian government under Prime Minister Narendra Modi in December 2019, generated a national debate and controversy. This CAA by Narendra Modi became the focal point of heated political discussion, protests, and unrest in society together with the proposed National Register of Citizens (NRC). What is Citizenship Amendment Act (CAA)?

The enactment of Citizenship Amendment Act was in December 2019, but it was not put into effect by PM Modi's administration because of protests and sectarian violence that occurred in the nation's capital and other locations.

Why in the News?

As per the CAA by Narendra Modi news, days before the Model Code of Conduct (MCC) was to be enforced in advance of the next Lok Sabha elections, the Narendra Modi administration on March 11, 2024 notified the public of the enactment of Citizenship Amendment Act (CAA). As per the CAA new rules, the Hindus, Jains, Christians, Sikhs, Buddhists, and Parsis who arrived in India on or before December 31, 2014, from Bangladesh, Pakistan, and Afghanistan are legally entitled to citizenship.

 

The CAA new rules also reinforces the BJP's ideological stance that Hindus throughout the sub-continent would view India as their "motherland" and places India in the position of being the "home country" for persecuted minorities in the neighbouring countries because they have nowhere else to go.

CAA eligibility: Implementation and Purpose

  • Passed by Parliament in 2019, the Citizenship Amendment Act (CAA) seeks to provide Indian citizenship to non-Muslim migrants who are under persecution from Bangladesh, Pakistan, and Afghanistan and who arrived in India before December 31, 2014. 
  • The Ministry of Home Affairs must create related regulations since the CAA's implementation has been postponed for more than four years.

Online Procedure for Citizenship under the CAA

  • The CAA eligibility requires applicants seeking citizenship to submit their applications online via a specific web portal. 
  • The shift to digital applications is intended to guarantee efficiency and streamline the citizenship-granting procedure.

“Divide” and “Distract”

  • The CAA regulation was introduced at a time when the Modi administration was under investigation for an electoral bonds program that let business entities provide political parties millions of dollars without disclosing to whom or how much they were giving. 
  • The programme was declared unlawful by the Indian Supreme Court in February, and the public sector State Bank of India (SBI), which carried out the electoral bonds programme, was ordered to disclose donor information.
  • The government, which had sought to keep the information hidden from the public, suffered a defeat when the top court ordered the SBI to make the records public by Tuesday. A few hours later, the Modi government said that the CAA would be implemented.
  • It's a malicious strategy to divide and distract, Divide along communal lines to divert attention from the subject of electoral bonds.

Making religion a citizenship test was perceived by a significant portion of the populace as discriminatory towards Muslims and as weakening the secular ideals contained in the Indian Constitution, which in turn led to nationwide protests. It is estimated that the protests claimed the lives of over 100 individuals.
